The 10th Amendment confines the Federal Government to only the enumerated powers listed in Article I Section 8 of the Constitution
The Ratifiers of the Constitution wanted to protect the States from the Federal Government usurping States’ authority. They wanted a compound government,; States’ sovereignty with the power of federal unity.
These are the enumerated powers given to the Federal Government by the States Everything else is the authority of the States.
